Troy Sierra JV Secures $388M NASA Glenn Test Facilities Support Contract Through 2031

September 13, 2025
in Civil

NASA has awarded the Test Facility Operations, Maintenance, and Engineering Services III (TFOME III) contract to Troy Sierra JV, LLC of Huntsville, Alabama, to provide engineering, research, and scientific support at the agency’s Glenn Research Center in Cleveland. The cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity agreement carries a maximum value of approximately $388.3 million and continues the center’s facility and engineering services into the next phase.

TFOME III begins Jan. 1, 2026, with a three-year base period, a two-year option, and a potential six-month extension, positioning support to run through June 2031.

Key contract terms

  • Contractor: Troy Sierra JV, LLC (Huntsville, Alabama)
  • Center: NASA’s Glenn Research Center (Cleveland, Ohio)
  • Type: Cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity (IDIQ)
  • Ceiling value: Approximately $388.3 million
  • Period of performance: Base three years from Jan. 1, 2026; two-year option; potential six-month extension to June 2031
  • Purpose: Provide and manage services that enable aerospace testing across Glenn facilities and laboratories

Services delivered under TFOME III

The contract covers a broad set of activities that sustain and operate NASA Glenn’s test infrastructure, ensuring readiness for complex and high-demand campaigns.

  • Engineering and technical support
  • Manufacturing and development services
  • Operations and maintenance
  • Inspection and certification

Operational impact

By consolidating facility operations and engineering support, the award helps maintain the reliability, safety, and availability of ground test assets that underpin propulsion, aeronautics, and space technology development. The structure of TFOME III supports continuity of test campaigns, reduces schedule risk for programs dependent on Glenn capabilities, and sustains a specialized workforce aligned with evolving mission needs.

Additional information is available in the agency’s NASA announcement.
